Australian Made - Australian Owned - Together, towards Our Future
This project will replace our ageing coal-fired No.5 Boiler with an HV electrode boiler, supported by necessary upgrades to the Boyer Substation. RFP details are listed below.
In July 2016, the Australian Federal Government introduced the Safeguard Mechanism to reduce greenhouse gas emissions. This policy sets emissions baselines for large facilities—defined as those emitting more than 100,000 tonnes of carbon dioxide equivalent (CO2-e) per annum—and mandates annual reductions at an industry rate of 4.9%. This project will remove approximately 170,000 tonnes of CO2-eannually from the coal-fired boiler, equating to approximately 680 kg CO2-e per tonne of paper production. Significant quantities of coal ash will also be diverted from land fill each year as a result of this project.
The project total capital cost is $21.9M AUD and is being undertaken with the support of grant funding to the value of $15M AUD from the Department of Industry, Science and Resources.
The project scope includes installation of a 60MW, 22kV electrode boiler, new 22kV HV power connection from Tas Networks, refurbishment of an existing plant process building to be used as the new boiler house, improvements to the existing water treatment plant, new deaerator vessel, new LV and HV switchgear and connection to the existing mill steam network. The project is planned for boiler commissioning in March 2027.
The project presents an important opportunity for the Boyer Paper Mill to engage with local Australian suppliers and industry as part of the project procurement process. Many local Australian businesses are already involved with the project, and the project team invites expressions of interest for several procurement packages listed below.

In 2025, Boyer identified a major opportunity to diversify into the Australian office paper market. With no other office paper manufactured locally, we were uniquely positioned to produce a fully Australian-made product using certified plantation softwood and our thermo-mechanical pulping process, which requires far fewer chemicals than traditional chemical pulping. Supported by both FSC and PEFC forestry certifications, our existing paper machines had the capacity to make the product, but we needed the ability to sheet and package it onsite to ensure a truly Australian Made and Owned offering. After assessing operations around the world, we selected a CHM five-pocket sheeter to bring this capability to Boyer. Commissioning begins in January of 2026, and we are expecting to hit full production capabilities by July 2026.

Since producing Australia’s first newsprint in 1941, our mill has played a defining role in the Derwent Valley. Over the decades, we’ve continually invested in new technology, improved our processes, and embraced innovation to keep our site strong, sustainable, and future-focused.
Secondary treatment involves the acceleration of natural microbiological processes in a bio reactor to remove dissolved organic material from the effluent. As a result of these and other changes, the total organic loading to the Derwent River - an important measure of effluent quality – was reduced by 80%; and the Mill’s water use was reduced – over 60% since the start of operations in 1985.


The Softwood Conversion project transformed our old eucalypt-based CCS pulping process into a modern softwood TMP plant, shifting Boyer to 100% plantation softwood fibre. A new Woodmill, built with BIS Logistics, replaced two older chip operations and provided the capacity needed for the new process. This major upgrade simplified paper production, modernise dexisting facilities, and delivered a significant improvement in our environmental and sustainable performance.


Driven by the decline in newsprint, Our Mill needed to diversify to remain sustainable. This ambitious conversion enabled our mill to produce lightweight coated products for the Australasian catalogue and magazine market. Delivered in April 2014—on time and on budget—the project succeeded thanks to the professionalism and determination of everyone involved. Completed alongside an operating paper machine, it was both demanding and highly challenging, but ultimately a major step forward for Boyer’s future.
